How to find specific websites to create backlinks

We need good quality websites to create backling. But where can we find this website?

Now of course we are thinking of search engines such as: - Google, Yahoo, Bing etc. If so, you are a genius. However, there are some problems here and there is Technic.

What do we usually do?

If we want to find a forum related to technology, then maybe we will go to the search engine and write "All Technology Forum List", but to be honest, it will not meet your needs or good results.
